Collective Security Treaty Organisation - CSTO

USG: Kemal TuÄŸra Akçan

Agenda Item: Developing a Unified CSTO Doctrine in Response to NATO’s Expanded Eastern Flank Deployment and the Strategic Implications of Finnish and Swedish Membership

The Collective Security Treaty Organization stands as an essential strategic framework to ensure military, political, and economic coordination in the Eurasian Region. The military defense structures developed by NATO in its Northern and Eastern Flank regions under the Helsinki Agreement to introduce Finland and Sweden into its structures have significantly weakened the CSTO's strategic foundations. In reaction to this major geopolitical development, it is mandatory for The Council to not only confine its response to political posturing but also systematically build a strategic response to fulfill its collective defense obligation from Article 4 of the Treaty. Participants must rapidly adapt their strategic concepts and force-deployment doctrines to address emerging challenges. They must negotiate how to maximize capabilities, coordinate joint plans, and adopt binding measures on budgets, exercises, and command structures.
